Job Summary

Site Safety Officer is responsible for implementing and monitoring Health, Safety, and Environmental (HSE) activities at the project site for the Oil & Gas project. This role ensures compliance with national regulations, client requirements, and company HSE policies. The Site Safety Officer supports the development of a strong safety culture by conducting site inspections, enforcing safe work practices, assisting in risk assessments, coordinating safety training, and reporting HSE performance. The position works closely with site teams to ensure continuous improvement in safety standards and incident prevention.

Duties and Essential Job Functions

• Implement and monitor the Project HSE Management Plan on site, ensuring compliance with company, client, and legal requirements.
• Support the HSE team, including HSE Engineers and Advisors, in daily site safety activities.
• Assist in conducting risk assessments, job safety analysis (JSA), and help implement hazard control measures.
• Ensure proper implementation of Permit-to-Work (PTW) systems, LOTO, confined space, working at height, hot work, and lifting operations protocols.
• Conduct regular site inspections and audits to verify compliance with HSE procedures and identify potential safety hazards.
• Report and assist in investigating incidents, near misses, and unsafe conditions, support root cause analysis and implementation of corrective actions.
• Coordinate with contractors, client representatives, and regulatory authorities on HSE matters as needed.
• Maintain accurate HSE documentation, including incident logs, audit reports, toolbox talks, and training records.
• Support emergency preparedness and response drills and ensure workforce awareness of emergency procedures.
• Monitor compliance with Qatar’s local laws (Ministry of Labor, QP standards) and international safety standards (e.g., OSHA, ISO 45001).
• Assist in delivering HSE training and awareness sessions for site personnel.
• Support environmental compliance activities on site, including waste management, spill prevention, and control of noise/dust.

Job Specifications

• Bachelor’s degree in engineering, Occupational Health & Safety, Environmental Science, or a related field.
• Minimum 5 years of experience as a Safety Officer
• NEBOSH International General Certificate (IGC) or equivalent is required; NEBOSH Diploma or other advanced safety certifications are a plus.
• ISO 45001 Lead Auditor Certification is an advantage.
• QE Refinery & LNG approval is mandatory
• Good knowledge of international and local HSE standards, codes, and best practices.
• Experience supporting HSE activities on site, including inspections, audits, and incident reporting.
• Ability to communicate effectively with site personnel, contractors, and clients to ensure safe working practices.
